More than 600,000 public school students now attend fully virtual schools. That is about 1 in 80 students and twice the pre-pandemic share; another 195,000 attend primarily online schools, while current national evidence on quality still lags the sector's growth, according to the analysis of new federal data.

The Report Card Said Fine. The Test Said 44%.

New York City asked parents whether their children were progressing in reading as expected.

Third-grade families overwhelmingly said yes.

Of 446,743 parents who responded to the city's 2026 survey, 92% of third-grade parents believed reading was on track, according to the analysis of family survey and assessment data.

Only 44% of third graders scored proficient or above on the state reading test.

The mismatch began earlier.

Between 92% and 94% of K-2 parents said reading progress met their expectations, while 43% of students scored at or above the national median. In math, parent confidence ranged from 92% to 95%, while 42% of students reached the median.

A child can make real progress while remaining below grade level.

That caveat does not explain a gap this large.

Families receive classroom grades, progress updates, benchmark scores, and state-test results at different times and in different formats. The most reassuring signal is often the easiest to understand.

A cited national study found 71% of parents prioritize grades when making decisions for their children. Only 8.5% prioritize test scores.

Waiting has consequences.

An NWEA study cited in the article found that only 14% of students who began kindergarten in the bottom 20th percentile reached reading proficiency by third grade.

The article is a data-backed analysis, not a study proving that family communication caused low proficiency. Its author also discloses consulting for NWEA.

But the operational failure is clear.

Parents cannot respond to a learning gap the school has translated into โ€œon track.โ€

For education innovators, the opening is a family-facing progress layer that combines classroom performance, benchmark results, and grade-level expectations in plain language. Schools need early-warning alerts, translated explanations, and specific home and school actions tied to the skill a child has not yet mastered. The strongest product will make uncertainty visible without turning every assessment into a verdict.

The IEP Reached the Classroom. The Support Didn't.

Most students with learning disabilities spend most of the day in general-education classrooms.

Most general educators do not feel fully prepared to adapt the lesson in front of them.

Only 42% of general educators felt completely confident differentiating instruction for students with learning disabilities in a nationally representative survey of 1,654 educators by the National Center for Learning Disabilities and WestEd, according to the review of the findings.

Among novice general educators, confidence fell to 17%.

Novice special educators reported 60% confidence.

Experience did not solve every part of the problem. Only 42% of novice educators and 46% of veterans felt confident choosing the right academic intervention for a student's skill gap.

The handoff between roles is fragile too.

Only 56% of special educators said their general-education colleagues made instructional decisions aligned with IEP goals. Just 55% of educators believed colleagues consistently met students' behavioral needs.

Leadership is not closing the gap.

Fewer than one-third of educators believed school leaders had the training and knowledge needed to meet the academic needs of students with learning disabilities. Roughly two-thirds said resources and support were adequate, but fewer than half said they had enough time to consistently meet student needs.

This is a perception survey. It does not directly observe instruction or prove which support would improve student outcomes.

It does show why another document repository will not be enough.

The plan existed. The people responsible for carrying it out lacked time, confidence, and a shared method.

For education innovators, the opportunity is embedded IEP implementation support that turns goals into lesson-level accommodations, prompts co-planning, and records whether the agreed support happened. Districts also need role-specific coaching, compensated mentor workflows, and leadership dashboards that surface implementation gaps without converting sensitive student plans into teacher surveillance.

Fifteen Minutes of Tutoring Beat the Schedule Problem

High-dosage tutoring works best when implementation is strong.

That condition excludes many schools.

Traditional models often require 30-minute sessions at least three times a week. Districts must find tutors, redesign schedules, and pay for enough time to make the dosage real.

Only 37% of schools reported offering high-dose tutoring in a 2022 federal survey.

A Stanford study tested a smaller model.

Students received an average of 2.5 tutoring sessions and 15 minutes of human support per week, plus 10 minutes of aligned online practice each day, according to the report on the randomized Chapter One intervention.

The program cost about $416 per student per year, less than half as much as more intensive models implemented elsewhere at the same time. It did not require the district to add staff or create separate tutoring blocks.

Researchers followed students from kindergarten through third grade.

The treatment group scored higher on state tests in first, second, and third grade. Gains ranged from 0.12 to 0.17 standard deviations.

That is smaller than the 0.29 standard-deviation average in a 2024 review of high-dosage tutoring.

The students were also less likely to have an IEP or be retained by the end of four years.

The study does not show that five-minute sessions beat intensive tutoring. The intervention combined brief human lessons with daily online practice, and its effects were smaller than the strongest high-dosage results.

It answers a more useful district question.

Can a school produce meaningful gains with a model it can actually keep running?

The smaller effect survived contact with the school day.

For education innovators, the opening is short-cycle tutoring infrastructure that diagnoses the next skill, routes tutor minutes toward the highest need, and connects each session to daily practice. Districts also need cost-effectiveness reporting that compares scheduled dosage with delivered dosage, because the most impressive tutoring model on paper has no value when staffing and timetables prevent students from receiving it.
